Cai Xia speaks out:  “Marxism is the fundamental guiding ideology upon which our party and country are founded.  It is the very soul of our party and the banner under which it strives,” Mr. Xi recenly said in a speech carried in the official Xinhua News Agency….

“Looking at it objectively, the Chinese Communist Party’s fundamental interests and its basic mentality of using the U.S. while remaining hostile to it have not changed over the past seventy years,” she stated in a report made public this week by the Hoover Institution.  International engagement and economic, trade and financial relations “failed to soften the political character of the CCP regime,” Ms. Cai said. …“In Chinese culture, deception is in our blood. There is no spirit of the contract, no sense of fairness, and people often say different words to mean the same things under different circumstances….For a long time the CCP has been continuously imbued with Han racial superiority and has carried out cultural genocide in disguised forms against ethnic minorities in Xinjiang, Tibet and Inner Mongolia,” Ms. Cai said.

The former CCP insider was once part of the middle- to upper-level tier of party elites who grew up in freedom compared with other dissidents such as Liu Xiaobo, who analysts say died in prison.  She served in the Chinese military and at the party school specializing in CCP ideology and “party building” within the country.  Her students included senior party cadres, provincial and municipal administrators, and Cabinet-level ministers.

Initially a critic of Mr. Xi and an advocate of political liberalization, Ms. Cai eventually broke with the CCP.  She moved to the U.S. in 2019 and was formally expelled from the Party in August 2020 for her criticisms.  The expulsion followed the disclosure of audio recordings in which Ms. Cai calls Mr. Xi a “mafia boss” and the CCP a “political zombie.”  https://www.washingtontimes.com/news/2021/jul/1/cai-xia-china-neo-totalitarian-communist-party-dec/

In June 2021 Cai published a long paper about Sino-US relationship at the Hoover Institution, arguing that "Wishful thinking about ‘engagement’ must be replaced by hardheaded defensive measures to protect the United States from the CCP’s aggression—while bringing offensive pressures to bear on it, as the Chinese Communist Party is much more fragile than Americans assume."[15][16]  https://en.wikipedia.org/wiki/Cai_Xia

"The relationship between China and the United States is not a conflict between the two peoples, but a contest and confrontation between two systems and two ideologies," Cai told CNN….Now, according to Cai, the Communist Party aims "to replace the free and democratic system of modern mankind represented by the United States and the values and order of peace, democracy, freedom and justice" with its own model of governance.

On Wednesday, the Global Times, a Chinese government-run tabloid, called Cai's recent public remarks a "blatant betrayal" to China that is "totally indefensible," and accused her of colluding "with external forces to hurt the interests of the motherland."

"What Xi emphasized was the concentration of power and the absolute conformity and loyalty to the Party's central leadership," she said.  "He does not allow dissenting voices from within the Party, punishing those who air a different opinion with Party discipline and corruption charges."   Cai penned an essay in his defense, calling Ren the latest victim of Xi's "ruthless crackdown" on dissent within the Party.

Cai said. "When reporting information to their superiors, officials often conceal the truth and only report what they would like to hear.  The information conveyed upwards is false, and there is no more scientific, democratic, open and transparent decision making," she said.  "Under such circumstances, major problems will definitely arise in policy-making."

Having been a Red Guard herself, "I saw how miserable people could be without any rule of law, any protection of rights.  It scarred me deeply, and since then I've always been on alert that our country cannot return to that era," she said; there is little chance for any form of opposition to organize under Xi's heavy-handed rule.

"China won't be able to head towards democratic politics under Xi," she said.  "Only by letting Xi step down can the pro-reform voices arise within the Party and pro-reform forces play their role in adjusting the direction that China is heading in….Now I feel like I've finally returned to the side of the people," she said.   https://edition.cnn.com/2020/08/22/asia/chinas-communist-party-threat-world-intl-hnk/index.html
