Video footage showed four officers pinning black man to the ground with Afanador using chokehold

6-22-20    Video footage showed four officers pinning a black man to the ground with one officer - Afanador - using a chokehold on him after the man and two friends appeared to be intoxicated and jeered at the officers.

  The incident took place just eight days after Gov. Andrew Cuomo placed a statewide ban from officers from putting suspects into dangerous chokeholds.  The legislation he signed stipulates that an officer would be charged with a misdemeanor regardless if an injury was sustained or not.
