4) The difference between Church Universal and Triumphant, Inc. and the Government of the Ukraine is that Ukraine is under a constitutional system and has a judicial court to handle constitutional issues, whereas Church Universal and Triumphant, Inc. suffered a severe reversal of constitutionality when a vital pillar of constitutionality--due process of the law--was deleted in December 2004. Thus Church Universal and Triumphant, Inc. is no longer constitutional in action, although the Mission Statement remains intact, because the means to apply the Mission Statement, which is due process of the law, has been gutted out by unanimous vote of the RTR leadership. Guru Ma upon retirement intended this to be constitutional as have the Masters in at least two Pearls from Saint Germain and from Portia. Therefore Church Universal and Triumphant, Inc. has suffered a coup at the top against constitutional rule. I hope each chela can understand these points without ado, simply, straightforwardly.
Now the Russian Constitution is hardly truly constitutional because the guarantor of that constitution is the President of the Russian Federation-- as the Russian Constitution exactly states--in other words, the Tsar basically. Therefore there is no check and balance upon the Tsar, since he only guarantees constitutional functionality: what the Tsar's hand gives it may at any point take away.
In the US the idea is dynamic, a two-way street of govrnment and people: the Constitution is clearly spells out God-given rights to the people, an enduring covenant; such is not possible in terms of the current Russian Constitution, plainly, because Hierarchy did not appoint Putin, the people did under their strange Constitution that makes him essentially Tsar but with an 8 year maximum term of office.
My point is simply that a constitution in name only, without the actual guts of a true, enduring and functional constitution, is no real set of principles at all, seen as on well examines the constitution of one case and that of another.
Now Mother may not necessarily do anything at all about the plight of Church Universal and Triumphant, Inc. having destructed its own Articles of Incorporation by gutting it of a core means of standing/functioning, for after all she is not our housekeeper/housemaid to forever clean up our messes. However, the Masters have pledged to safeguard the essence of this activity of light, to drive out by the electrode of Heros and Amora those who stand against the ruby ray, as stated plainly in a dictation at RTR by the Rose of Light.
