3-28-18 During the meeting with Xi Jinping, Kim Jong Un repeated his commitment to ultimate denuclearization, which was previously conveyed to the South Koreans earlier this year....Formerly of the US State Dept. Daniel Russel warns that “the North Koreans are very sophisticated, very experienced and very determined negotiators” who will use their leverage in exchange for concessions “that the world can’t afford to grant them.” https://asiasociety.org/policy-institute/xi-kim-summit-and-kim-jong-uns-gambit

4-3-18 “Basically, North Korea has two speeds and it cycles and toggles between them." D. Russel explained: One is raising tensions. The other is raising expectations. North Korea will scare the world and then dangle some hint of maybe an opportunity to de-escalate. They then try to parlay that de-escalation, that reduction of tensions, into some sort of benefit, usually by testing or extracting concessions. And once they’ve satisfied themselves that the world isn’t going to pay them anymore, they revert to the first cycle of escalation. It’s an ongoing alteration between tensions on one hand and hope on the other. It’s a business model. https://asiasociety.org/blog/asia/three-reasons-be-skeptical-upcoming-trumpkim-talks
