ECP in her book Astrology of the 4 Horsemen,1991, states:   
  The practice of astrology does not require psychic or supernatural skills.  While it is not considered to be a science (by academics), it is a time-honored discipline based on the observation of natural phenomena.  -p. 22

  Worship of celestial bodies was an integral part of pagan worship.  But astrology (astro = star, logy = logic) is the study of celestial bodies, not the worship of them or the gods they were named after.  -p. 25

  In his Opus Majus Bacon (1561-1622) argues that the Church Fathers did not denounce astrology as a whole but rather the fatalism of some practioners.  According to Bacon the problem exists in “lying or fraudulent mathematicians full of superstition” who “imagine that necessity is placed upon those things in which there is choice, and particularly in matters which proceed from free will.”  In other words those who claim that astrology is predestination are misusing it. -p. 34

  Astrology is like any other branch of knowledge--it can be used for good or ill,  properly or improperly, by skilled and unskilled practitioners alike….
  According to Bacon, Avicenna, a tenth-century Arab philosopher, shows that “the astrologer is not able to give certain assurance in all cases nor should he, owing to the instability of generated and corruptible matter which does not in all cases obey the celestial force.”  Free will and individual circumstances must be taken into account.  -p. 35

  In order to fathom Elizabeth Clare Prophet’s assertion that Uranus presides ethereally (and is symbolized by the white horse via Saint John the Revelator) we have to look further into that oft misconceived area called astro-logic.
  All right, so Pisces ruled by Neptune has helped philosophy to flourish and for religion to push on, for a path of overcoming through self-mastery to unfold.  In contrast Aquarius is bringing in science, inspiration, diplomacy, transmutation, astrologic attuneMENT, creative freshness and innocence, among other qualities.  Aquarius is co-ruled by Uranus and Saturn, with Uranus sparking it, Saturn tempering and cross-checking it.
  So then how do we arrive at Uranus, Saturn, Mars and Neptune at all in terms of 4 quadrants or planes of being--ethereal, mental, emotional and physical?  If one looks at the Leo-Aquarius polarity, ruled by Sun on one side and by Uranus-Saturn on the other, there is the fire and air quality meshing.  This already brings forth sparking of ideals; whereas the Saturn factor helps forge elements via furnace and blowtorch.  But first comes the conception/inspiration/blueprint, afterward there comes by and by forging, purging.
  Then Elizabeth puts Saturn in the mental quadrant--why?  Well, the two largest planets of solar system are Saturn and Jupiter that comprise a pair.  But the tenacity/resolve of Saturn and its constancy, focus, decisiveness and anchoring/crystallizing nature slightly predominate over Jupiter’s qualities in the long-run.  But in the mental quadrant?  Yes, these qualities are next in line in order to launch a project or dream or blueprint.
  Then Elizabeth puts Mars in the emotional quadrant--why?  Well, Mars with Venus help unfold the heart energies that are needed, if the framework wrought by Saturn in the mental quadrant is established, to carry through or drive ahead.  Mars often does not excel Venus, so why give the nod to Mars?  Oh, it just tends to be the yang force is all, leading.
  Then Elizabeth puts Neptune in the physical quadrant--why?  Well, Neptune plus Mercury rule, traditionally speaking, the signs of Pisces and Virgo, or solar plexus energies, allocating resources and adjusting the project, also reviewing the project to better complete it, along with communication ability.  
  I am reminded of the sailor’s tradition of captain, first mate, navigator and boatswain—a core fourfold team which is analgous to this astrologic quadrant study in the sense of teamwork needed in order to stay in line and reach the goal.
