BARDA, OTA, GWB

What Pres. GWB did in late 2001 after the anthrax letters was convene with big pharma. Somehow Congress gets pushed/puled/lobbied into these matters, as shown by Congress making big pharma immune and a dictator, then DoD the same, then BARDA and the bioweapon/vax. It may go back to globalists and Skull and Bones Order, to 9=11, to population control agenda running for many decades. I believe thru "43 for Biden" project by GWB that the neo-cons have tried to join with the Establishment insiders to capture American government and thru types like Kissinger, Schwab, Gates, Rockefeller to push their plot across the world and link to Beijing CCP. So here follows something on BARDA which of course means money, the monopoly money of the central bankers. -r. . BARDA uses other transaction agreements (OTAs), a type of flexible, strategic partnership between the government and industry, to foster innovation and promote collaboration. Other Transaction Agreements BARDA uses other transaction agreements (OTAs), a type of flexible, strategic partnership between the government and industry, to foster innovation and promote collaboration. OTAs help BARDA identify and attract nontraditional commercial firms or consortia to partner with the government. BARDA uses OTAs to further its advanced research and development goals, promote innovation, and support the mission of the HHS Public Health Emergency Medical Countermeasures Enterprise. OTAs may include provisions that promote: Flexible portfolio-based funding: Partners can jointly decide to move candidates into and out of the portfolio based on product performance, technical risk, and programmatic need. This flexibility results in significant time, effort, and cost savings to both partners. Consortia partnering: Non-traditional firms and the government can enter into consortia with multiple industry partners. Through consortia, companies can identify products in development by other companies that could be brought in to the portfolio through in-licensing, co-development, or alliances with other companies. Time and cost savings: OTAs also allow the government and its industry partner(s) to decide jointly to replace an underperforming candidate in the portfolio with a promising new candidate. This flexibility results in a significant time, effort and cost savings for both partners. Cost Sharing: BARDA may be able to provide steady, non-dilutive funding over multiple years. When licensed, the new products will become available on the commercial market, which means not only a return on investment for the company but also alleviates the need for government stockpiling, resulting in a long-term cost savings for taxpayers. True collaboration: All partners are represented on joint scientific or technical oversight committees. BARDA brings insight about the nation’s biodefense and ensures that there is a sound rationale for portfolio decisions. The committees endorse potential new projects, agree on how funding should be allocated, and evaluate overall performance. Other Transaction for Advanced Research An Other Transaction for Advanced Research (OTAR) is the legally binding, non-acquisition instrument used to advance research and development. OTARs provide flexibilities in the application of many laws and regulations that are not typically used in the commercial sector. OTARs can be used only if at least one of the following conditions exist: At least one of the partners is non-traditional and is participating to a significant extent Exceptional circumstances justify the use of an OTAR because a conventional arrangement would not be feasible. OTARs provide flexibilities in the application of many laws and regulations that are not typically used in the commercial sector while enabling BARDA to maintain proper stewardship of federal funds. To the maximum extent practicable, cost or resource sharing of program costs between the government and the nonfederal parties is encouraged. https://aspr.hhs.gov/AboutASPR/ProgramOffices/BARDA/Pages/Other-Transaction-Agreements.aspx ................Overview: Other Transaction Authority (OTA) Overview (1) Research Purpose (10 U.S.C 4021) allows for basic, applied, and advanced research projects. These OTs are intended to spur dual-use research and development (R&D), taking advantage of economies of scale without burdening companies with Government regulatory overhead, which would make them non-competitive in the commercial (non-defense) sector. Traditional defense contractors are encouraged to engage in Research OTs, particularly if they seek to adopt commercial practices or standards, diversify into the commercial sector or partner with Non-Traditional Defense Contractors. (2) Prototype Purpose (10 U.S.C. 4022) allows for projects directly relevant to weapons or weapon systems proposed to be acquired or developed by the DoDD. Benefits of using the Other Transaction Agreement (OTA) statutory authority provides that Other Transaction (OT) shall be used to: “carry out prototype projects that are directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the Department of Defense, or to the improvement of platforms, systems, components, or materials in use by the armed forces.” (3) Production Purpose allows for a non-competitive, follow-on OTs to a Prototype OT agreement that was competitively awarded and successfully completed. This statute requires that advanced consideration be given and notice be made of the potential for a follow-on OT; this is a necessary precondition for a follow-on Production OT. As such, solicitation documents and the Prototype OT agreement shall include a notice that a follow-on Production OT is possible. What is an “Other Transaction” (OT)? An OT is a common term that refers to any kind of transaction other than a contract, grant or cooperative agreement that is authorized by 10 U.S.C. 4021.  Transactions pursuant to this authority can take many forms and generally are not required to comply with Federal laws and regulations that apply to procurement contracts, grants and/or cooperative agreements.   To the extent that a particular law or regulation is not tied to the type of instrument used (e.g., fiscal and property laws), it would generally apply to an OT. https://acqnotes.com/acqnote/careerfields/other-transaction-authority-ota
