  That loyalty has been rewarded amply.  Chaika is part of the bloc of siloviki—or people allied with security services, literally the people who settle disputes through force—inside the Kremlin, as is Putin himself.   9-7-20  This year at least 20 people per day will be “disappeared” by the Chinese communist regime, according to a recent report by human rights group Safeguard Defenders.

  These people are taken by authorities, without a court order, and thrown into secret locations where they are held incommunicado and in isolation for up to half a year. Inside these facilities, people are denied access to a lawyer and family visits, and torture is common, the report (pdf) released on Aug. 30 said.  www.france24.com

  The treaty guaranteed the city a high degree of autonomy for at least 50 years after 1997 under the “one country, two systems” model.  But Beijing recently enacted a national security law that has so far ensnared dissidents who oppose Beijing’s encroachment on local affairs
