10-24-17     These elaborate laundering networks reportedly have Colombian partners established in major Chinese cities such as Bejing and Guangzhou for more than a decade, who are charged with the task of filling containers with merchandise for export.
After about 40 days of travel by sea, the containers are then declared in Colombia for less than 50 times their value before flooding the streets of the Andean country.  A $5 million dollar Colombian cocaine shipment can buy merchandise such as textiles and footwear of the same value in China, less the transportation costs.   The merchandise can later be altered to distort their origin, thus avoiding entry taxes.  https://colombiareports.com/colombia-shuts-chinese-money-laundering-network-linked-sinaloa-cartel/
For example, the alterations may see containers of merchandise appear to come from the port of Los Angeles in order to benefit from a free trade agreement with the United States.
According to El Tiempo, Colonel William Valero, director of the Fiscal and Customs Police, confirmed that ICE has been investigating a number of exporting firms based in Los Angeles who are suspected to be facilitating the Sinaloa cartel bosses to pay for their cocaine transactions.  When the merchandise arrives in Colombia, it is sold well below market value with the sole purpose being to legalize the money with the funds going to the drug suppliers to buy more shipments of cocaine....
According to a U.S. Justice Department indictment unsealed in September of this year, three Colombians based in Guangzhou, China, led a global money-laundering network that moved over $5 billion for Spanish and Mexican drug cartels, reported Fox News.
The network allegedly spanned the United States, Colombia, Spain, Ecuador and Venezuela.  In this case they processed illegal profits through bank accounts in Hong Kong and China and cleaned the money by buying merchandise, often counterfeit, which they shipped and sold in Colombia and elsewhere, according to the indictment.      https://colombiareports.com/colombia-shuts-chinese-money-laundering-network-linked-sinaloa-cartel/

 8-29-16    The best estimate, from a RAND Corp. study of a few years ago, suggested that the retail illicit drug market in the United States is worth about $100 billion annually . If the Chinese take is only 5 percent, then it would be worth $5 billion a year.
With the traditional illicit narcotics such as heroin, cocaine and methamphetamine, China’s primary role is that of a chemical precursor provider to the Mexican drug cartels. As the State Department report states, “China remains one of the world’s top producers and exporters of precursor chemicals.”
There is at least one report of Chinese produced acetic anhydride, the precursor for heroin, showing up in an industrial-scale drug laboratory that Mexican authorities busted in 2011. But it is in Mexican methamphetamine production where the role of Chinese precursors is clearest....
Last summer The New York Times interviewed a former Mexican ambassador to China. During his service in the country, the ambassador had tried valiantly to plug the Chinese pipeline, but he reported, “The Chinese never showed any willingness to cooperate on the flow of precursors to Mexico.”
The simple fact is that the wave of illegal drugs coming into the United States from China and Mexico is the leading public health issue facing the nation.  We are watching a generation of American young people getting wiped out at Vietnam War levels of casualties.

5-29-18  In early April, local and federal authorities descended upon 74 marijuana grow houses in the Sacramento area they say were underwritten by Chinese organized crime.  They filed court paperwork to seize the properties, worth millions of dollars.
Federal officials allege that legal recreational marijuana states like California, Colorado and Washington, where enforcement of growing regulations is hit-or-miss, have been providing cover for transnational criminal organizations willing to invest big money to buy or rent property to achieve even bigger returns.
