1) And that's one thing about precipitation. You can't feel that you're the doer. You have to stand here and hold the flame, but you've got to be able to delegate authority. And the decisions they make are political decisions to move then in compromise--to compromise the integrity of the law and to submit themselves to the princes of this world and the powers of this world.

18) It appears that the “White Paper” is giving leadership the mantles of Guru and not just authority in administrative duties. The leadership also chooses “what Mother would do,” according to their own agenda such as ignoring the democratic governance with checks and balances, Mother and Gilbert tried to put in place before she left. It also appears that Neroli and Peter have written the “White Paper.” The “White Paper” gives leadership the authority to usurp Mother’s mantles including the mantle of the Vicar of Christ.
In 2001 Peter Duffy spoke to a group of keepers concerned about the governance of our church. He proposed that leadership was working on a governance structure that consisted of an inner circle of five individuals that could not be voted in or out. This circle would represent a theocracy and would be above any representative governance within our church….
Neroli tried to get a job in editorial because she wanted to write books. The editorial team who had been trained by Mother refused her. Neroli did not have the educational background in English studies or the discipline of the rigorous training under Mother to edit our teachings. Shortly after Neroli was refused, almost all of the editorial team were fired. Neroli became head of editorial with Peter and Annice Booth behind the scenes. Kate Gordon became manager of editorial….

The tactics that leadership used in dividing the Moscow teaching center are the same as they have used in taking over other teaching centers around the world. The Moscow board was responsible for uniting over 5000 keepers at the same time that the present leadership had lost a huge percentage of world membership. Many keepers of the flame knew of the planned agenda of the leadership several weeks before they went to Russia. Church attorney, Hertha Lund wrote the following epistle on “Why Nothing Should Change.” In essence, she takes 19 pages to conclude the following:
-Saint Germain and the founders did not want democracy
-Those who have called for democracy have erred
-If voting on leadership was a way to be happy with leadership, we should have been happy with Bill Clinton.
-At no time have the Masters asked us to focus on governance. (This is true if Mother’s and the Masters’ direction to reorganize is ignored. -MM)
-I find that Church historical documents strongly uphold a Theocracy and Oligarchy.
-Maybe we should consider such a move (democracy) if El Morya or Saint Germain appears and tells us to take this organization in a direction that contradicts the Masters’ teachings, Mother’s teaching, Mark’s teaching, the articles and by-laws laid down by Mark and Mother, and several centuries of philosophy on government.
Despite Hertha’s weak arguments and condescension, we should not diminish the significance of her conclusion that the Aquarian model for our Church is oligarchy for this justifies infallibility. I believe it was Aquinas who said, “Rome has spoken, it is enough.”

23) Case of a book with a broken spine, that is, the gluing or even stitching has cracked along the spine at some page in the book: this is symbolic, and the specific page and the book title do give clues on the theme of the breakage.
In actual life there are occasionally sudden and profound dramas that make or break a project or a theme or structure. In latter August 2003 the Royal Teton Ranch team flew to Moscow for a showdown with the teaching center board headed by Ketino and Sergei--the local team decided to tape-record and later publish the drama-notes of that key meeting, and since it was their own momentum and focalpoint on the line they really had no choice at all but to try to get their side of the drama into the open—thank God! So if you chart from mid-August 1991 (a 33 year dispensation granted from on high for Summit Lighthouse) to that date one sees the 12:00 line is happening. But then the design for dealing with Moscow team had to come from the RTR team and from the preceding year which was an 11 o’clock line.
When one goes over the tape-recording notes carefully it is very plain that the RTR team was really primarily the Neroli Duffy-led clique of the RTR staff. She was a Cancer Sun-sign.
Another key point deserving great consideration is at 4-30-1997 when Morya decided to withdraw the thread of contact from the whole Summit Lighthouse in favor of another strategy which he communicated on that date. One should also note that 4-30-1997 was on the 5 o’clock line of the 33 year dispensation running from 8-11-1991. -r.
